CREATE PROCEDURE ...
AS
BEGIN
  BEGIN TRANSACTION

  -- lock table "a" till end of transaction
  SELECT ...
  FROM a
  WITH (TABLOCK, HOLDLOCK)
  WHERE ...

  -- do some other stuff (including inserting/updating table "a")



  -- release lock
